In the window where you are asked to choose where to save the passkey, you select This Windows device Windows Hello (3)
You are now asked to confirm via Windows Hello. enter your PIN code, or use facial recognition/fingerprint (4).
Passkey is now ready. At your next login to this computer, you will automatically sign in with a PIN, face, or fingerprint.
